| Dover City Council meets at 7:30 PM the first and third Mondays of each month at council chambers, second floor of City Hall. Guests are welcome at all regular sessions of Council. Agendas are available for each meeting. Guests are welcome to express concerns or opinions or ask questions of Council members when the floor is opened to guest comments.
Council meetings are where legislation is considered and voted on, and monthly reports of standing committees are made. Most of the work of the legislative branch of our City government takes place in committee meetings. All meetings on official business are recorded in advance at City Hall, and you may see these records at any time during business hours. Council consists of four ward coincil representatives, and three council-at-large members who represent the City at a whole. Council is led by a non-voting President of Council, who directs all meetings in accordance with Robert's Rules of Order. Also participating in regular sessions are the Mayor, Law Director, Auditor, Safety Director, Service Director, Council Clerk, and possibly City department superintendents, who often attend to report on events having to do with their respective departments.
